In accordance with the California Public Records Act (Government Code Section 6250 et seq.), I would like copies of the following information. The information is for my use as a journalist.

On May 26, 2020, Mayor Garcetti held a press conference to announce the opening of a COVID-19 testing site at Dodger Stadium. He said: "This site here, today, that we are announcing opening at Dodger Stadium is the largest site in the United States in America, we believe." He also said: “Stan Kasten, who is the Dodgers’ president and CEO, who has made this space available.”

I would like a copy of whatever contract, document, or other record that details the agreement between the City and the Dodgers with regard to this test site. In addition, because the Dodger Stadium parking lots are owned as a joint venture between the Dodgers' current owners and the team's former owner, Frank McCourt, I would like a copy of whatever contract, document, or other record that details the agreement between the City and Guggenheim Baseball Management, Mr. McCourt, the McCourt Group, the joint venture that owns the parking lots, and any other related entity.

I also would like copies of any and all correspondence – including but not limited to – letters, emails, text messages, records, phone logs and meeting logs related to this project that involve Mayor Garcetti or any other representatives of the City, Mr. Kasten or any other representatives of the Dodgers and/or Guggenheim Baseball Management, or Mr. McCourt and any other representatives of the McCourt Group.

The correspondence need not be among all the parties. Please include any responsive documentation related to this project, including internal City documents about the project as it evolved from concept to reality.

I also would like copies of any and all correspondence – including but not limited to – letters, emails, text messages, records, phone logs and meeting logs between the City Attorney and any representatives of the City Attorney's office and Mr. McCourt or any other representatives of the McCourt Group between Jan. 1, 2020 and the present day.

If the City believes some of the information is exempt from disclosure, please redact the information the City believes to be exempt and then provide the requested records. Please note the legal grounds for any exemption.
